The Hongqiao Overseas Chinese Business Association Expo and Trade Promotion Center (“the Center”) plays a bridging role between international and domestic development. It is dedicated to supporting the growth of overseas Chinese communities while actively contributing to national initiatives such as the China International Import Expo (CIIE), the development of the Hongqiao International Opening-up Hub, and the broader economic and social progress of the motherland. By connecting influential overseas Chinese business associations and individuals with strong local integration in their host countries, the Center strengthens a global network of overseas Chinese entrepreneurs. The Center leverages the multiple national strategic advantages of Hongqiao, as well as its own strengths in platform coordination and international connectivity. With the integration of domestic and international trade in Hongqiao as a key initiative, the Center is committed to implementing the directive of Premier Li Qiang, who emphasized during a special visit the importance of “facilitating the introduction of outstanding enterprises, quality products, premium services, and advanced technologies, and supporting the development of a new platform for an international trade center.” To this end, the Center is building a “One Country, One Platform” framework, aligned with a “One Country, One Strategy” approach, to anchor Hongqiao’s role as a “Rainbow Bridge” linking domestic and global markets, and a “Bridgehead” for international economic cooperation.
The Hongqiao Overseas Development Service Center – International Industrial Collaboration Platform (“Industrial Collaboration Platform”) was officially launched on February 22, 2025, during the 2025 Forum on Outbound Enterprises and Cross-Border Professional Services, jointly organized by the Office for Advancing the Hongqiao International Opening-up Hub (Qingpu District), the Xiujing Town Government, and other relevant institutions. As the Qingpu Sub-Platform of the Hongqiao Overseas Development Service Center, the Industrial Collaboration Platform was established under the guidance of the Hongqiao Central Business District Administrative Committee and the Qingpu District Government. It focuses on emerging strategic sectors—including new energy, international trade, agri-robotics, healthcare, and the low-altitude economy—with the goal of building a headquarters base for Chinese enterprises to expand globally through coordinated efforts. Operating under a government-facilitated, enterprise-driven collaboration model, the platform mobilizes domestic industrial chain resources and builds alliances with cross-border professional service providers.Built on the Hongqiao Industrial Collaboration Platform, with integrated service stations across five continents and dual online platforms for digital trade and outbound landing, we provide a full-chain service system that enables Chinese industries to go global together.
Full Life Cycle Services for Industrial Globalization
Anchored in the International Industry Collaboration Platform and the Global Chinese Business Network, we mobilize resources from overseas governments, business communities, and professional institutions to establish a comprehensive, end-to-end service system empowering industries to expand globally.Through the “One Country, One Platform” strategy, it integrates high-quality service resources from multiple countries, connects with prominent overseas Chinese business associations and professionals, and collaborates with target-country government agencies (in investment promotion, commerce, and development), as well as legal, accounting, financial, customs, and warehousing institutions. This enables the creation of 19 core implementation service modules covering the entire outbound development process. From early-stage market research and consulting to project implementation and ongoing operations, the platform provides end-to-end solutions to help enterprises achieve sustainable overseas growth.
I. Localization Strategy:Supporting Brand and Industry Building
Following a localization-first approach, the platform helps companies develop internationally competitive Chinese brands while establishing industrial systems aligned with local market needs. It balances social and economic outcomes—creating local jobs, promoting industrial upgrading and economic growth—while also supporting enterprises in optimizing equity structures, enhancing brand value, and building equitable profit-sharing mechanisms. By replicating the successful “One Country, One Platform” model, the platform helps companies implement multiple international cooperation projects for win-win development.
II. Empowerment for Global Competitiveness of Industry Clusters
In an increasingly competitive global landscape, the platform integrate China’s specialized industry cluster resources and formulate “One Country, One Strategy” approaches. It supports these clusters in participating in target countries’ standard-setting processes and promotes deep integration of industrial and supply chains. Through the efficient coordination of data flow, trade flow, logistics, and capital flow, it enables industry clusters to go global as a cohesive ecosystem—effectively mitigating homogenized competition and enhancing China’s global industrial competitiveness.
